What We Do

Our Service Offerings

Financial & Operational Performance Reviews

Backed by experienced senior practitioners with extensive financial and performance management expertise across Australian Health services, we assist Government departments and providers, often collaboratively, to examine root causes of deterioration in performance to present sustainable solution to ameliorate gaps and return them to sustainable results. Our strong operational understanding of health service deliver means that we develop objective analysis and recommendations that are practical and reflective of the direct and indirect effects of recommended changes.

Our long-standing experience in financial and performance reviews means we are able to identify practical and cost-effective improvement opportunities with a clear understanding of the operational and workforce ramifications of proposed solutions. We also assist organisations by working alongside managers in implementing and monitoring proposed improvement strategies.

Business Planning, Accountability & Performance Management

Our senior team have a strong understanding of the governance issues facing health service boards and executive management teams. We conduct reviews of Board reporting frameworks, risk management, accountability and delegation reviews.  Our advice often involves developing planning frameworks which align the year on year operational planning process and budget setting processes to the organisation’s longer term strategic imperatives, medium term business imperatives and risks management framework.

We assist organisations in strengthening their planning processes with good governance and accountability structures by aligning business plan metrics with devolved performance management reporting tools.

Where possible, we draw from the organisation’s existing reporting and planning systems capabilities to present a workable and cost-effective approach to monitoring and communicating operational, financial and strategic objectives.

We also work with executive, clinical and corporate management teams to assess financial management capability that strengthens governance and accountability practices across the organisation.

Funding, Pricing & Cost Model Development

Our activity based management experience extends across all Australian jurisdictions in acute, mental health, sub-acute and primary health settings. We work with health funders and providers on development of funding frameworks including funding model definitions, classification frameworks and roll-out of activity based and other funding models. We work with organisations to understand the implications of these reforms on revenue streams and service delivery resource allocation.

With over 20 years’ clinical costing and revenue modelling experience, we assist health services to extend their use of activity based costing and other models to understand costs at health service, facility, service line or procedure levels and provide enhanced management information. We assist organisations to bridge the gap between technical costing elements to providing valuable resource management tools for executives, operational managers and clinicians.

Evaluation & Outcomes Measurement

We assist organisations and policy makers in generating evidence that improves understanding of how programs or services are performing within localised and macro-level environments, community service needs, organisational capacity constraints and government policy framework considerations. We are experienced in designing and successfully implementing tailored evaluations, ranging from rapid reviews to complex multi-year and multi-mode evaluations.

Recognising the increasing focus in the public sector on measuring the outcomes of programs and services, we work with our clients and their stakeholders to define what ‘success’ means, develop robust evidence-based indicators and measures to assess performance, and develop tools and processes to support the capture, analysis and reporting of performance information.

Feasibility Reviews & Business Case Development

Clients engage with us to assess the costs, benefits and risk of entering new service areas or expanding existing ones. We provide strategic and/or in-depth analysis of opportunities, supported by robust multidimensional scenario and sensitivity models that consider the financial, workforce, capital and outcomes derived from the opportunity being tested.

We also work with our clients to develop convincing and robust business cases to support investment in complex service change initiatives and capital investments which consider the political, community and industrial sensitivity likely to affect the investment. We work with our clients to review the financial and operational feasibility of proposed initiatives and to develop benefit realisation frameworks to measure the benefits of implementation.

We work with clients across all jurisdictions to realise the benefits and manage the risks of contestability and procurement initiatives.  Our experience ranges from assessment of in-house capabilities, development of contestability strategies and sector comparability frameworks.
